Client Configuration Interval not updating

Guys,

As you are aware OOB NS Agent installs have a config time interval of 15 mins.  We update this to every 4 hours within the Targeted Agent Settings in the console but is not changing for any new machine wwe deploy.  The machine is listed in the filter for an update but never happens.  We can deploy software and the config time does change just not the interval,

I have tried cloning the policy but this has not worked.  I can see nothing in the log files.
